Developing and Validating a Hybrid Agro-Meteorological Advisory and Early-Action Workflow for Climate-Resilient Agriculture in Vanuatu

Eligibility Criteria

E1

The request has a clear and positive benefit to the requesting country in mitigating, or adapting to the negative effect of, climate change.
Yes
The request has clear adaptation benefits for Vanuatu by translating existing climate information, satellite-derived indicators, agricultural observations and Indigenous Knowledge into locally validated, crop-specific advisories and early-action guidance. It will test drought and moisture-stress advisories for Taro and Yam and pre-cyclone early action for Kava and Coconut, while strengthening last-mile delivery and inter-agency coordination.

E2

The request is in line with national strategies and plans.
Yes
The request is aligned with Vanuatu’s NDC 3.0, the Vanuatu Framework for Climate Services, the National Sustainable Development Plan, the Technology Needs Assessment and relevant agricultural and climate-service priorities. It supports national objectives on agro-meteorological information, climate-resilient agriculture, early warning and climate technology capacity.

E3

The request enhances endogenous capacities.
Yes
The request strongly supports endogenous capacity by developing locally applicable advisory methodologies, strengthening technical and extension capacity, establishing DARD–VMGD–NDMO SOPs, delivering ToT, and defining institutional ownership, responsibilities and data-access arrangements for continued national application.

E4

Processes are placed in the requesting country to monitor and evaluate any support provided.
Yes
The NDE has guaranteed that mechanisms for monitoring and evaluation are in place.
Prioritisation Criteria

P1

The request is aligned to the CTCN’s existing Programme of Work.
Yes
The request aligns with the CTCN Third Programme of Work 2023–2027, particularly the Water–Energy–Food Nexus system transformation area. It also aligns strongly with the National Systems of Innovation enabler through methodology validation, institutional coordination, SOP development and capacity building, with Digitalization as a supporting enabler.

P2

The request is aligned to the key themes of the Technology Framework of the Paris Agreement.
Yes
The request aligns with the Technology Framework through innovation and implementation of a locally validated advisory methodology, capacity building and institutional strengthening, stakeholder collaboration, and preparation of an evidence-based pathway for scale-up and follow-up support.

P3

The request is submitted by LDCs or SIDS or by a country that has not received CTCN technical assistance in the last 5 years, taking into account regional balance.
Yes
Vanuatu qualifies under this criterion as a Small Island Developing State (SIDS).

P4

The request contributes to the CTCN’s portfolio balance between mitigation and adaptation.
Yes
The request contributes to the CTCN’s adaptation portfolio by addressing priority climate-resilience needs in a highly vulnerable SIDS. It strengthens adaptation support in climate-resilient agriculture, early warning and climate information services, complementing the CTCN’s broader portfolio across both mitigation and adaptation.

P5

The request has the potential to contribute to systems transformations (nationally, regionally, and/or internationally).
Yes
The request has potential for national systems transformation by developing nationally applicable methodologies and institutional procedures, establishing an inter-agency operational workflow, and preparing a phased pathway for broader replication and scale-up.

P6

The request is part of multi-country approach to allow regional bundling of requests to promote collaboration among stakeholders, including between countries (South-South, bilateral, or multilateral cooperation).
No
The request is a national TA for Vanuatu and is not structured as a multi-country or regionally bundled intervention.

P7

The request, developed in consultation with or with the engagement of various national climate-related focal points, enables leveraging public and/or private financing or is developed in consultation with research or private sector.
Yes
The request was developed by DARD in collaboration with the NDE and with inputs from VMGD, NDMO and other stakeholders. It also includes research institutions, communities and Indigenous Knowledge holders, and proposes a phased scale-up plan, preliminary investment concept and potential Concept Note.

P8

The request promotes gender equality and / or the empowerment of youth, Indigenous Peoples, or local communities.
Yes
The request includes explicit GEDSI and Indigenous Knowledge dimensions, including a target of at least 50% female participation, attention to persons with disabilities and remote communities, and FPIC and data-governance arrangements for Indigenous Knowledge.
