The 19th Advisory Board meeting of the UN Climate Technology Centre & Network (CTCN) took place on 28-30 March 2022 bringing together members in a hybrid format of both in-person and virtual participation.
The meeting was led by the Advisory Board Chair Moa Forstorp (Sweden) and Vice-Chair Omedi Moses Jura (Kenya). Following the COP26 decision on the review of the constitution of the Advisory Board of the CTCN, the Board welcomed two new government representatives and three UNFCCC constituency groups representing - the Children and Youth Constituency (YOUNGO), the Indigenous Peoples Organisation (IPO) and the Women and Gender Constituency (WGC).
The first day was marked by a joint Technology Executive Committee (TEC) - CTCN session, which was opened by UNFCCC Executive Secretary Patricia Espinosa.
“Just like every part of the climate regime, we need more climate action, and we need it as rapidly as possible from all sectors of society. Developing and supporting greener and cleaner technologies is an essential component of that work. The Technology Mechanism plays a key role. We know this from past work and current demand”, noted Patricia Espinosa.
The two bodies of the UNFCCC Technology Mechanism discussed areas of ongoing collaboration including the development of a gender expert roster; and explored ways to further integrate their activities as they develop the TEC’s next rolling workplan and the CTCN’s next five-year progamme of work.
On the second day of the Advisory Board meeting, guest speaker Dr. M. Cristina Tirado, lead author of the IPCC’s Sixth Assessment Report under working group II, shared insights from the recent report, focusing on the interplay between technologies and their complexity, local capabilities, and policy. Several of the UNFCCC Constituted Bodies, including the Adaptation Committee, the Standing Committee on Finance, the Green Climate Fund and the Global Environment Facility, also shared brief updates on their work. CTCN Director Rose Mwebaza provided an overview of the CTCN’s accomplishments in achieving objectives from the 2021 Annual Operating Plan and the Board approved the 2021 audited accounts.
Day 3 started included an update from the UNFCCC Secretariat on the ongoing periodic assessment of the effectiveness and adequacy of the support provided to the Technology Mechanism, followed by a discussion among Advisory Board members regarding the development of the new CTCN Programme of Work. (2023-2027). CTCN Advisory Board members were invited to join a general taskforce to work inter-sessionally with the CTCN on this issue. In addition, the National Designated Entity of Costa Rica, Kathia Aguilar Martín, presented CTCN technology collaboration in her country (including assistance on adaptation measures in municipal land use planning; developing a national system of climate change metrics; design of a knowledge management system for tropical forests and ecosystem services; and supporting municipal governments to incorporate circular economy strategies in order to achieve Costa Rica’s National Determined Contributions.
The meeting concluded with the election of Omedi Moses Jura (Kenya) as the new Chair, and Erwin Rose (United States of America) as the Vice-Chair of the CTCN Advisory Board. The Board shared their appreciation with outgoing Chair Moa Forstorp.
The Climate Technology Centre and Network (CTCN) is accountable to the Conference of the Parties (COP) of the UNFCCC through the CTCN Advisory Board. The Advisory Board meets twice per year and provides direction on the CTCN’s fulfilment of the COP’s guidance.
