The CTCN is seeking experts to participate in the upcoming solicitation to provide technical assistance on:

Design of an Integrated Platform for Tropical Monitoring and Forecasting to Support Technology Deployment in El Salvador

 

Deadline: 21 September 2026

El Salvador is highly exposed to hurricanes, tropical storms and other tropical weather-related hazards, with extreme rainfall, flooding and landslides posing significant risks to communities, infrastructure and livelihoods. These risks are compounded by the country’s complex topography and concentration of population and critical infrastructure in exposed coastal, riverine and low-lying areas. However, current forecasting operations rely heavily on externally generated data, fragmented tools and manual workflows, limiting forecast accuracy, lead time and the effectiveness of early warning services.

Through this technical assistance, the CTCN will support the Government of El Salvador in developing a strategic roadmap, system architecture and management framework for an Integrated Platform for Tropical Monitoring and Forecasting. The assistance will assess existing institutional workflows, data infrastructure, forecasting tools and ICT systems, while defining requirements for real-time monitoring, data integration, data assimilation and interoperability with regional and global data sources. It will also strengthen institutional capacity within MARN and DOA through structured training, international knowledge exchange and the design of a sustainable capacity development framework. Some of the expected outputs include:

  • Development of a strategic roadmap, system architecture and management framework for the Integrated Platform for Tropical Monitoring and Forecasting;
  • Comprehensive institutional and technical assessments covering existing workflows, data flows, forecasting systems, ICT infrastructure and interoperability requirements;
  • Development of a capacity development and knowledge exchange programme;
  • Preparation of a consolidated As-Is analysis and BPR/ISP readiness package.
