Background
El Salvador is highly exposed to tropical weather-related hazards, including tropical cyclones, extreme rainfall, floods and landslides, which pose significant risks to communities, infrastructure and livelihoods. These risks are compounded by the country’s complex topography, concentration of population and critical infrastructure in exposed areas, and underlying socio-economic vulnerabilities. The Government has therefore prioritized strengthening early warning systems and meteorological monitoring and forecasting capacities through its national climate policies and updated NDCs.
In this context, the Dirección General del Observatorio de Amenazas y Recursos Naturales (DOA) of MARN has strengthened its monitoring and forecasting capacities, but existing systems remain fragmented and rely on manual workflows. A 2025 pre-feasibility assessment by the Korea Meteorological Institute (KMI) and GI E&S identified key gaps and proposed an initial concept for an Integrated Platform for Tropical Monitoring and Forecasting. Further technical and institutional work is now needed to assess existing systems, define the platform architecture and implementation approach, and strengthen the capacities required for its development.
CTCN Support
Through the CTCN technical assistance, El Salvador will advance the design and development of an Integrated Platform for Tropical Monitoring and Forecasting to strengthen real-time forecasting, early warning and anticipatory decision-making. The project will include an assessment of existing data, systems and workflows; definition of system architecture and data integration requirements; and development of a strategic and technical roadmap for establishing an integrated national platform.
The technical assistance will also strengthen the capacities of relevant institutions and technical staff to operate and sustain the integrated system, including through targeted knowledge transfer and capacity building. This will provide the technical and institutional foundations for improved forecasting accuracy, longer lead times and more effective dissemination of climate and weather information to support risk-informed decision-making across key sectors.
Expected Outcomes
The technical assistance will strengthen the institutional and technical capacity of MARN and DOA to plan and prepare the implementation of an Integrated Platform for Tropical Monitoring and Forecasting. It will establish the technical, institutional and capacity foundations for improved tropical monitoring, forecasting, impact-based forecasting and anticipatory action, while providing a clear pathway towards future implementation and sustained use of the platform.
