Strengthening Climate-Resilient WEF Nexus Decision-Making in Cambodia through an Integrated Decision Support System

Cambodia is highly vulnerable to climate change, with increasing floods, droughts and extreme rainfall placing growing pressure on water resources, agriculture, hydropower, fisheries, ecosystems and rural livelihoods. These challenges are particularly complex in the transboundary Se San River Basin, where climate variability interacts with upstream hydropower development, affecting water availability, downstream flood and drought risks, fisheries and ecosystem services. Cambodia’s existing Decision Support System requires further development to integrate climate scenarios, real-time or near-real-time hydrometeorological and Earth Observation data, and water–energy–food (WEF) nexus analysis to support more informed basin planning and risk management.
Through this technical assistance, the CTCN will support Cambodia in upgrading and operationalising the Cambodia National Mekong Committee’s Decision Support System for climate-resilient WEF nexus planning in the Se San River Basin. The assistance will strengthen data integration and interoperability, enable climate and WEF scenario analysis, develop risk dashboards for flood and drought management, and build the capacity of national and sub-national stakeholders to use, maintain and institutionalise the system. It will also establish pathways for long-term sustainability and scaling across the wider 3S Basin and other priority river basins.Some of the expected outputs include:
- Establishment of a technical baseline and alignment of key stakeholders;
- Upgrade and operationalisation of a climate-resilient Decision Support System for the Se San River Basin;
- Capacity building and structured training for national and sub-national stakeholders;
- Development of an implementation roadmap, sustainability financing strategy and scale-up concept.
