In accordance with Board decision B.13/11, the primary purpose of the annual meetings is to enhance cooperation and coherence of engagement between the GCF and constituted bodies of the UNFCCC.

The primary objective of the seventh meeting is to discuss how to further enhance the GCF support to developing countries in meeting the goals of UNFCCC and the Paris Agreement with a focus on the implementation of NDCs, NAPs and Long-term strategies (LTS).

The discussion will take stock of the implementation of the USP as GCF enters the final year of its first replenishment cycle and focus on how the GCF support for implementation on the ground can be boosted within the ongoing work of the Board on the review and update of the Strategic Plan of GCF for 2024-2027.[1]

The discussion will be informed by the overall priorities for COP27, the ongoing first global stocktake under the Paris Agreement, and priorities in the work plans of different constituted bodies in the context of enhancing cooperation and coherence of engagement with the GGF.

Therefore, the Board of the Green Climate Fund (GCF), invited the chairs of the CTCN Advisory Borad to attend the 7th Annual meeting between the Green Climate Fund and the constituted bodies of the United Nations Framework Convention on Climate Change, taking place during COP27 in Sharm el-Sheikh, Egypt on 11 November, tentatively from 13:30 to 15:00 hrs. The timing of the event and the exact venue will be confirmed later, following the confirmation of a room availability from the UNFCCC Secretariat colleagues.

The meeting will be organized as a 1,5-hour session in a moderated panel discussion format. The tentative agenda of the meeting is as follows:

  • Opening and welcome remarks by GCF Board Co-Chair, including brief information on the update of USP and the GCF-2 replenishment process (10 min);
  •  A presentation by the GCF Secretariat on the highlights of GCF support for low-emission and climate-resilient development in partner countries, based on the implementation of USP for 2020–2023 (10 min);
  • Moderated discussion on boosting support to developing countries for the implementation of NDCs, NAPs and LTS and possibilities to enhance cooperation between the GCF and constituted bodies in the context of the ongoing review and update of the GCF Strategic Plan for 2024-2027, with a focus on matters related to adaptation (including support for LDCs) and adaptation finance; Loss and damage; Technology; Capacity building, focusing on two guiding questions (45 min):
    • How could GCF and constituted bodies strengthen cooperation and synergies to enhance support to developing countries in NDC/NAP/LTS implementation and investment planning to achieve paradigm shift and systemic responses?
    • What are the priorities of the constituted bodies in their areas of expertise (adaptation (including support for LDCs), loss and damage; technology; capacity building) and under their workplans that should inform the work of GCF and enhance cooperation and coherence of engagement?
  • Questions and answers session among participants (20 min), and;
  • Closing remarks by GCF Board Co-Chair, including next steps (5 min).
