Background
Vietnam's growing livestock industry has led to an increasing challenge of managing livestock manure, with 90 million tons of solid waste generated annually by 2021. Improperly treated waste contributes to environmental pollution, including soil and water contamination, and generates short-lived climate pollutants like methane (CH4) and nitrous oxide (N2O). Recognizing this issue, the government focuses on Waste-to-Energy (WtE) technologies, particularly biogas production, to mitigate environmental impacts and achieve renewable energy targets. Biogas has been prioritized in Vietnam's Technology Needs Assessment and the updated NDC, which includes commitments to manage organic waste and develop biogas solutions for rural areas.
This Technical Assistance project aims to support the Vietnamese government in enhancing livestock waste management by implementing biogas technology. The focus will be on improving regulatory frameworks and building local capacity to execute waste-to-energy solutions. Activities will include developing improvement proposals for governmental support schemes, conducting field research to identify suitable sites for biogas projects, and preparing pre-feasibility studies to assess technical and economic feasibility. Additionally, a capacity-building programme shall be designed to increase awareness among local farmers and stakeholders about the benefits of waste management and the use of organic fertilizers, contributing to environmental protection, climate change mitigation, and enhanced agricultural productivity.
CTCN Support
The objective of this CTCN technical assistance is to support environmental improvement and greenhouse gas reduction in Vietnam through the widespread adoption of livestock manure energy (biogas) technology, promoting sustainable waste management and renewable energy solutions in the agriculture sector.
Expected Outcome
The expected outcome of this technical assistance is the strengthened legal and institutional framework for managing livestock manure, improved awareness and understanding of livestock manure energy conversion technology, and the widespread adoption of biogas technology. This shall contribute to better waste management practices, enhanced capacity at both the institutional and local levels, and the broader diffusion of sustainable livestock manure energy solutions across Vietnam.
