This project supports a feasibility assessment of an aquaponics facility based on a semi-enclosed/protected environment with a climate change resilience approach.

This project is funded by the European Union through the Innovative Climate Solutions (ICS) Programme. 

Background

Peru’s Ministry of Production has developed a National Aquaculture Policy with the goal of making the sector more competitive, sustainable, and resilient to climate change by 2030. The plan aims to double total sales and increase Peru’s share in Latin American aquaculture production by 50%, while also enhancing food security and livelihoods. To address climate resilience, the country has established six adaptation measures and 16 enabling conditions for aquaculture under its Nationally Determined Contributions (NDCs). Additionally, a Circular Economy Roadmap for aquaculture is being developed to improve efficiency, promote renewable energy, and reduce waste. Peru has also launched pilot aquaponics projects in vulnerable coastal communities, creating a production manual that requires further technical support for broader implementation.

Climate change poses significant challenges to aquaculture, impacting species distribution, biological processes, and food chains, while also threatening food security and livelihoods, especially in developing countries. Short-term effects include infrastructure losses from extreme weather events and increased risks of disease and harmful algal blooms, while long-term impacts could reduce freshwater availability and seed stock supply. Despite growing global demand for aquaculture products, the sector in Latin America faces technological barriers, limited market access, and insufficient funding, particularly for small and medium-sized enterprises. Innovation, investment, and policy improvements - such as better data collection, value chain integration, and sustainable practices - are essential to enhancing climate adaptation and mitigation in the sector.

 

CTCN Support

The Climate Technology Centre and Network (CTCN) will support Peru in enhancing the resilience of its aquaculture sector by conducting a feasibility study for a semi-enclosed/protected aquaponics facility. This study will inform the development of technical installation manuals, providing essential guidance for implementing climate-resilient aquaponics systems.

 

Expected Outcome

This Technical Assistance will carry out a feasibility assessment of an aquaponics facility based on a semi-enclosed/protected environment with a climate change resilience approach. Some of the expected outputs are:

  • Development of a workplan and related communication documents.
  • Establishment of the project working group specific to the country context.
  • Diagnosis of the current situation of aquaponics in Peru with a climate change perspective.
  • Specific technical and functional and model recommendations for the development of aquaponics in Peru
  • Generation of technical manuals considering the optimal production types prioritized for Peru.
  • Development of aquaponics projects in Peru encouraged.

 

Seeking Experts

The UN Climate Technology Centre and Network (CTCN) is inviting its Network members to assist Peru in this initiative. Interested qualified firms are invited to submit an Expression of Interest (EoI) to participate in the upcoming solicitation for the provision of technical assistance for the feasibility study to develop an aquaponics facility based on a semi-enclosed/protected environment as a climate change adaptation measure to be replicated in Peru.
