Background
Algeria's investments in the cement sector have successfully met domestic demand and enabled a transition to exports. However, this industry is known for its high energy consumption, particularly of natural gas, which results in significant greenhouse gas (GHG) emissions. Utilizing waste in the cement industry offers a promising solution for effective waste management, improving resource efficiency, and reducing GHG emissions, thus supporting international climate agreements and the Sustainable Development Goals.
In 2018, the GICA Group launched an initiative to integrate industrial and urban waste through co-incineration at the Meftah cement plant in Blida, Algeria. However, this initiative did not yield the desired results.
To address these challenges, the GICA Group, through Algeria's National Designated Entity (NDE), has requested technical assistance to assess the technical and economic feasibility of using waste in cement plants. This assistance will include preparing a pilot project to demonstrate feasibility and address previous obstacles.
CTCN Support
Conduct a technical and economic feasibility study on the use of waste as alternative fuels in the cement industry, and support the GICA Group in executing a pilot project at one of its cement plants. The CTCN will assist by:
- Evaluating the technical and economic viability of using waste as fuel.
- Supporting the design and implementation of a pilot project to showcase this approach.
- Providing training for GICA Group staff to effectively manage the new system.
- Conducting an environmental impact assessment to ensure sustainability.
- Engaging stakeholders to secure broad support for the initiative.
- Establishing a monitoring framework to track progress and outcomes.
This support aims to enhance sustainable cement production in Algeria, aligning with environmental and economic goals.
Expected outcome
The expected outcome of this technical assistance is that the GICA Group will be able to effectively manage the use of waste in a cement plant, leading to reduced greenhouse gas emissions and improved profitability. This approach can then be extended to other qualified cement plants within the group.

The UN Climate Technology Centre and Network (CTCN) invites its Network members to submit an Expression of Interest (EOI) to conduct the feasibility study and technical support for a waste-to-energy pilot project at a cement plant owned by Groupe Industriel des Ciments d'Algérie.
