The Climate Technology Centre and Network (CTCN) will provide technical assistance to develop a comprehensive national decarbonization roadmap for Zimbabwe’s cement and concrete industry.
Background
As of 2024, Zimbabwe's cement industry has an installed production capacity of approximately 2.6 million tonnes annually, while national demand stands at around 1.6 million tonnes. Despite this capacity, shifting production and demand in recent years have caused temporary supply shortages and price increases. With growing demand driven by urbanization and infrastructure development, a $1 billion cement plant project was launched in 2024, alongside refurbishment investments by other manufacturers to boost production.
However, greenhouse gas emissions from the sector have been rising, with limited tracking or mitigation measures in place. Environmental issues, such as the 2020 closure of Lafarge Cement Zimbabwe by the Environmental Management Agency (EMA) due to excessive dust emissions, highlight the urgent need for infrastructure upgrades. To address these challenges, a national decarbonization roadmap is essential to identify key technological and policy interventions, along with the introduction or updating of cement standards. The public-private collaboration will be critical to driving this transition towards a more sustainable cement industry.
CTCN support
The Climate Technology Centre and Network (CTCN) will provide technical assistance to develop a comprehensive national decarbonization roadmap for Zimbabwe’s cement and concrete industry. This support will include identifying and prioritizing technologies and policy measures to reduce greenhouse gas emissions. CTCN will also assist in establishing an effective Monitoring, Verification, and Enforcement (MV&E) system to track progress and ensure compliance with decarbonization goals.
Expected outcome
The technical assistance will enhance Zimbabwe’s capacity to decarbonize its cement and concrete industry by delivering a clear national roadmap, an effective Monitoring, Verification, and Enforcement (MV&E) framework, and updated cement standards.
Seeking Experts
The CTCN invites qualified experts and firms to submit Expressions of Interest (EOI) to participate in the upcoming solicitation for the provision of technical assistance for the development of a decarbonization roadmap in the cement sector through advanced technology upgradation and enhanced standards. Full details of the project and requirements will be available in the tender documents provided after the EOI process closes.
