Background
Guinea faces significant structural challenges in its energy sector, marked by low electricity access, especially in rural areas, and a heavy reliance on imported fossil fuels. While recent hydroelectric investments have improved capacity, the national grid remains limited in coverage and vulnerable to external shocks. At the same time, rising energy demand driven by population growth, urbanization, and mining expansion highlights the urgent need for a more resilient and diversified energy mix.
Recognizing this, the Government of Guinea has identified green hydrogen as a strategic opportunity to support its energy transition, reduce emissions, and enhance energy security. With abundant renewable resources and water availability suitable for electrolysis, Guinea holds strong potential to become a regional leader in green hydrogen development. However, the country currently lacks the institutional, regulatory, and technical foundations to advance this agenda independently. Technical assistance is therefore crucial to support the development of a national green hydrogen strategy that aligns with regional ECOWAS commitments and Guinea’s climate and industrial objectives.
CTCN Support
CTCN will provide targeted technical assistance to the Government of Guinea to support the development of a national strategy for green hydrogen. This includes assessing the country’s production potential, identifying key sectors for domestic use and export, and aligning the strategy with regional frameworks such as WASCAL and ECOWAS.
CTCN’s support will also cover the design of a pilot project, preparation of a financing proposal, and delivery of capacity-building activities for relevant institutions and stakeholders. Through this assistance, CTCN will help lay the foundational policy, technical, and institutional groundwork needed to enable green hydrogen development in Guinea.
Expected Outcome
A validated national green hydrogen strategy for Guinea, a bankable pilot project proposal, strengthened institutional and regulatory frameworks, and enhanced technical capacity among key stakeholders to plan, implement, and scale green hydrogen initiatives.
