Problem
Effective climate action depends on timely access to reliable, interoperable data. Yet in many countries - particularly LDCs and SIDS - data ecosystems remain fragmented across ministries, sectors, and development partners. Critical climate-relevant data is often locked in silos, constrained by weak governance frameworks, limited technical capacity, inadequate infrastructure, and unclear policies on data sharing and use. These challenges prevent governments and stakeholders from harnessing data for evidence-based planning, risk management, and sustainable investment. Without a clear diagnostic of institutional readiness and system gaps, efforts to build national climate data platforms risk being ad-hoc, duplicative, and unsustainable.
Solution
In partnership with the World Bank, a Data Sharing for Climate Action Diagnostic Tool was developed to help countries systematically assess and strengthen their readiness for integrated data sharing. The tool evaluates six key areas - governance; data availability, standards, and quality; institutional capacity; digital infrastructure; technology and tools; and stakeholder engagement - through a structured questionnaire that highlights strengths, gaps, and priority areas for improvement.
The diagnostic process goes beyond the questionnaire: We facilitate multi-stakeholder consultations to validate findings, uncover practical challenges, and build the trust and relationships needed for sustained collaboration. These consultations ensure that technical assessments are grounded in institutional realities and country priorities.
The combined insights are synthesized into a national roadmap, providing clear recommendations, capacity development needs, and an implementation approach. This roadmap serves as a foundation for establishing interoperable data-sharing platforms, aligning governance and policy frameworks, and mobilizing sustainable financing. By integrating technical readiness with inclusive stakeholder engagement, the diagnostic tool enables countries to transform fragmented data systems into coordinated, resilient infrastructures that support climate action, disaster preparedness, and sustainable development.
