Problem
The importance of structuring databases to guide policies aimed at developing technologies appropriate to the energy transition contexts in countries has been widely highlighted in international forums, such as Mission Innovation.
In 2018, Brazil participated in the 3rd Mission Innovation Ministerial Meeting, held in Sweden, and it became clear that, despite the country's significant investments in energy research, development, and demonstration (RD&D), it still lacked an integrated, comprehensive, and structured database to consolidate the available information.
The absence of such a database made it difficult to formulate more effective public policies, attract partnerships between the public and private sectors, and promote Brazilian solutions and innovations internationally, many of which have high potential to contribute to the energy transition.

Solution
In response to this challenge, and considering the CGEE's mission to support decision-making processes on issues related to science, technology, and innovation through prospecting and strategic assessment studies, the institution, in collaboration with the Energy Research Office (EPE), the Economic Commission for Latin America and the Caribbean (ECLAC), and the Ministry of Foreign Affairs (MRE), created the Energy Big Push (EBP) Brazil project in 2019.
This initiative gave rise to the inova-e platform, which aims to systematize, update, and disseminate Brazilian investments in research, development, and demonstration (RD&D) and patents in the energy sector. Hosted on the EPE website since 2021, the platform offers a strategic and integrated view of energy innovation efforts in the country, including a module dedicated to green patents.
In addition to the development of the platform, CGEE, in partnership with EPE, carries out annual updates and improvements to Inova-e's data and methodologies, ensuring its constant evolution and relevance. The institution also promotes and disseminates the platform at events and publications, such as strategic factsheets.
Looking ahead, one of CGEE's goals is to conduct a comprehensive mapping of climate technologies in the field of intellectual property. This initiative seeks to support the development and transfer of climate-relevant technologies, contributing to their effective implementation and adoption in Brazil and other countries.

The Inova-e platform is an innovative tool with a concrete impact that systematizes, updates, and disseminates data and information on public and private investments in energy innovation throughout Brazil. Developed with strategic partners, Inova-e has played an important role in generating transparency and strategic insights in the energy sector. It provides visibility into the volume and distribution of R&D investments in various energy technologies, facilitates international comparability, and allows for classification by energy category.
The data and analyses provided by Inova-e have already contributed to significant policy outcomes, including support for two important resolutions by Brazil's National Energy Policy Council (CNPE):
- Resolution No. 2/2021 prioritized key technologies and energy resources for the energy transition in the allocation of funds for R&D;
- Resolution No. 6/2021 established guidelines for Brazil's National Hydrogen Program.
Due to the work developed by this initiative, Brazil is the first country outside OECD to have its data published by the International Energy Agency (IEA).
