These guidelines explain how gender equality should be integrated throughout CTCN Technical Assistance projects, especially those strengthening National Systems of Innovation (NSI). They align with the CTCN Gender Policy and Action Plan (2023–2027) and international human-rights frameworks to ensure that climate technologies are accessible, beneficial, and inclusive for all people

The document requires gender considerations from the very start of a project ,  from request design, to planning, implementation, and monitoring. Projects must identify barriers faced by women and marginalized groups, conduct a gender analysis, meaningfully engage diverse stakeholders, and track real outcomes such as women’s participation in innovation, access to finance, and leadership roles.

To operationalize this, Technical Assistance responses must allocate dedicated resources (at least 5% of the budget) to gender-responsive activities, involve qualified gender expertise, and collect sex-disaggregated data to ensure climate innovation systems become more equitable and inclusive.
