These guidelines provide practical direction on how gender equality should be integrated into CTCN Technical Assistance projects in the energy sector, in line with the CTCN Gender Policy and Action Plan (2023–2027). They apply across the entire energy value chain ,  from generation and distribution to energy access and productive use ,  to ensure energy interventions benefit both women and men equitably.

The document highlights key gender gaps in the energy transition, including women’s underrepresentation in technical and leadership roles, unequal access to employment and finance, and energy policies that often overlook women’s needs. It emphasizes that inclusive energy planning improves project effectiveness, supports economic development, and helps address workforce shortages during the global energy transition.

To address these gaps, projects should conduct gender analysis, engage women in consultations and decision-making, design technologies and energy services based on user needs, and prevent risks such as unequal compensation, exclusion from opportunities, and gender-based violence around project sites.

The guidelines also recommend gender-responsive monitoring through sex-disaggregated data and indicators that track not only participation but real outcomes, such as employment, access to energy services, and empowerment. Overall, the aim is to ensure the clean energy transition is inclusive, safe, and beneficial for everyone.
