The proposed involvement of the Ministry of Environment/NDE, Coordinating Ministry for Food Affairs, Ministry of Marine Affairs and Fisheries, BRIN, Indonesian universities, provincial authorities and local communities would support institutional collaboration and knowledge transfer.
Capacity-building activities, including on-the-job training, UAV-based monitoring and community-based restoration management, are expected to strengthen national and sub-national capabilities to assess, adapt, implement, monitor and potentially replicate tidal-flat restoration technologies beyond the assistance period.

E4

Processes are placed in the requesting country to monitor and evaluate any support provided.
Yes
The NDE has guaranteed that mechanisms for monitoring and evaluation are in place.
Prioritisation Criteria

P1

The request is aligned to the CTCN’s existing Programme of Work.
Yes
The request is aligned with the CTCN Third Programme of Work 2023–2027, particularly the Buildings and Infrastructure system transformation area, through its focus on climate-resilient coastal protection and nature-based restoration solutions.
Its primary key enabler is National Systems of Innovation, as the assistance seeks to strengthen national technical capacities, institutional coordination, restoration design standards, technology transfer and local demonstration. Digitalization provides a complementary enabler through geospatial screening, remote sensing, UAV-based monitoring and digital MRV tools.
The request also contributes to the Programme of Work's cross-sectoral priorities of gender and social inclusion and promotes practical technology adaptation, capacity building and investment readiness.

P2

The request is aligned to the key themes of the Technology Framework of the Paris Agreement.
Yes
The request is aligned with the Technology Framework under Article 10 of the Paris Agreement, particularly the themes of Innovation; Implementation; Enabling Environment and Capacity-building; Collaboration and Stakeholder Engagement; and Support.
It seeks to transfer and adapt relevant tidal-flat restoration technologies to Indonesia's local conditions, demonstrate selected restoration approaches, strengthen institutional and technical capacities, and develop enabling policy, regulatory and MRV frameworks.
The proposed collaboration among government agencies, research institutions, local communities and technology providers, together with the development of an investment-readiness package, is intended to facilitate technology uptake, replication and access to subsequent implementation support.

P3

The request is submitted by LDCs or SIDS or by a country that has not received CTCN technical assistance in the last 5 years, taking into account regional balance.
No
Indonesia is neither a Least Developed Country (LDC) nor a Small Island Developing State (SIDS).
Furthermore, Indonesia has received CTCN technical assistance within the last five years, including the completed project "Identification of technical practices for climate-smart agriculture (CSA) in Indonesia", completed in 2024.

P4

The request contributes to the CTCN’s portfolio balance between mitigation and adaptation.
Yes
The request combines climate change adaptation and mitigation objectives, with potential to contribute to CTCN's portfolio across both climate objectives.
Its adaptation dimension focuses on coastal erosion control, resilience to tidal flooding and sea-level rise, ecosystem restoration and coastal livelihoods. Its mitigation dimension focuses on the protection and enhancement of coastal carbon stocks, development of blue-carbon MRV approaches and assessment of potential future carbon-financing opportunities.
While the proposed MRV and investment-readiness components currently place considerable emphasis on mitigation and blue carbon, the planned field demonstration provides an opportunity to generate more direct adaptation outcomes.

P5

The request has the potential to contribute to systems transformations (nationally, regionally, and/or internationally).
Yes
The request has potential to contribute to systems transformation by linking site-level restoration technology demonstration with national policy implementation, technical standards, institutional coordination and investment planning.
The proposed Spatial Screening Framework, restoration design package, MRV methodology and national scale-up roadmap could strengthen Indonesia's institutional capacity to identify, assess and implement tidal-flat restoration interventions beyond individual pilot sites.
The involvement of national and provincial authorities, research institutions and local communities could support the integration of restoration technologies into coastal management practices. Lessons learned from the pilot may also inform replication in other Indonesian coastal provinces and regional knowledge exchange, subject to successful demonstration and institutional uptake.
