Eligibility Criteria E1 The request has a clear and positive benefit to the requesting country in mitigating, or adapting to the negative effect of, climate change. Yes The request is expected to provide positive mitigation and adaptation benefits by strengthening the Philippines’ capacity to translate identified climate technology priorities into policy-anchored and investment-ready implementation pathways. It supports mitigation technologies linked to the NDC sectors while also extending adaptation technology prioritization and investment readiness to priority NAP sectors including coastal resilience, water security, disaster risk reduction, and health. The TA is primarily an enabling intervention rather than a direct technology deployment project; its climate benefits are expected to arise through stronger policy integration, institutional coordination, investment readiness, and subsequent technology deployment. E2 The request is in line with national strategies and plans. Yes The request is aligned with key national climate and development frameworks, including the Philippines’ NDC, NDC Implementation Plan, National Adaptation Plan 2023–2050, Technology Needs Assessment process, NDC Gender Action Plan 2024–2030, relevant sectoral technology policies, the Philippine Development Plan 2023–2028, and the GCF-supported FP240 Climate Technopreneurship Programme. The TA is specifically designed to strengthen implementation of existing nationally identified priorities by linking climate technology assessment outputs with policy processes, implementation roadmaps, and investment pathways. E3 The request enhances endogenous capacities. Yes The request has a strong focus on endogenous capacity development. It will strengthen the Climate Change Commission/NDE’s capacity to coordinate climate technology planning across sectors, establish an inter-agency Climate Technology Coordination Mechanism, deliver structured capacity building to CCC and sectoral agencies, develop institutional guidelines and standard operating procedures, and strengthen national capabilities for technology prioritization, policy integration, investment readiness, and private-sector engagement. These activities are intended to institutionalize climate technology governance capacity within national institutions beyond the duration of the TA. E4 Processes are placed in the requesting country to monitor and evaluate any support provided. Yes The NDE has guaranteed that mechanisms for monitoring and evaluation are in place. Prioritisation Criteria P1 The request is aligned to the CTCN’s existing Programme of Work. Yes The request is aligned with the CTCN Third Programme of Work 2023–2027. Its strongest substantive alignment is with the Business and Industry system transformation area and the National Systems of Innovation enabler, through its focus on climate technology deployment, innovation ecosystems, enabling policy and regulatory frameworks, institutional coordination, private-sector engagement, and investment readiness. P2 The request is aligned to the key themes of the Technology Framework of the Paris Agreement. Yes The request is aligned with the Technology Framework, particularly the themes of Implementation; Enabling Environment and Capacity-building; Collaboration and Stakeholder Engagement; Innovation; and Support. It seeks to translate technology assessment outputs into implementation pathways, strengthen enabling policy and institutional frameworks, build national capacity, facilitate collaboration among government agencies and non-government stakeholders, and connect prioritized climate technologies with public and private financing and investment platforms. P3 The request is submitted by LDCs or SIDS or by a country that has not received CTCN technical assistance in the last 5 years, taking into account regional balance. Yes Philippines has not received CTCN technical assistance in the last 5 years. P4 The request contributes to the CTCN’s portfolio balance between mitigation and adaptation. Yes The request explicitly combines mitigation and adaptation. It builds on mitigation technology priorities linked to the Philippines’ NDC while also supporting adaptation technology prioritization, policy integration, and investment readiness in NAP priority sectors beyond agriculture. The proposed National Technology Prioritization Framework will explicitly differentiate the implementation and financing needs of mitigation and adaptation technologies. P5 The request has the potential to contribute to systems transformations (nationally, regionally, and/or internationally). Yes The request has potential to support systems transformation at the national level by establishing a government-validated climate technology prioritization framework, strengthening policy integration across multiple sectors, institutionalizing an inter-agency climate technology coordination mechanism, and linking nationally identified technology priorities with investment and deployment pathways. The approach is intended to be replicated at sub-national level through LGUs, while lessons and good practices may also be shared through the CTCN, the UNFCCC Technology Mechanism, and ASEAN platforms. P6 The request is part of multi-country approach to allow regional bundling of requests to promote collaboration among stakeholders, including between countries (South-South, bilateral, or multilateral cooperation). No The request is a national technical assistance request for the Philippines and is not formally structured as a multi-country or regionally bundled CTCN TA. P7 The request, developed in consultation with or with the engagement of various national climate-related focal points, enables leveraging public and/or private financing or is developed in consultation with research or private sector. Yes The request has a strong financing and stakeholder engagement orientation. It is designed to link national climate technology priorities with FP240 and other multilateral, bilateral, domestic, and private financing platforms. The proposed stakeholder structure includes the Department of Finance/GCF NDA, sectoral ministries, DOST, WIPO GREEN, private-sector climate technology enterprises, academic and research institutions, civil society, and LGUs. The TA will develop investment-oriented implementation roadmaps, investment cases, technology opportunity briefs, and a Policy-to-Investment Translation Toolkit. P8 The request promotes gender equality and / or the empowerment of youth, Indigenous Peoples, or local communities. Yes The request includes explicit gender and youth dimensions. It will apply the CTCN Gender Mainstreaming Tool and the Philippines’ NDC Gender Action Plan 2024–2030 to technology roadmaps, incorporate gender-responsive investment criteria, engage the Philippine Commission on Women and women’s organizations, and monitor gender outcomes through a Gender Co-Benefits Assessment Report. It also identifies youth entrepreneurship and career pathways through FP240 and the Climate Technology Showcase, and anticipates benefits for smallholder farmers, fisherfolk, coastal communities, and LGUs.
