Incubator Programme

Through the Incubator Programme, the CTCN offers support for Least Developed Countries (LDCs) to implement the climate change actions included in their Nationally Determined Contributions (NDCs).

The programme offers a first step, through the development of technology roadmaps, to deploy technologies that will enable countries reach their adaptation and low carbon development targets.

How to apply?

Any LDC can access the Request Incubator Programme once they have nominated their National Designated Entity (NDE) and submitted a short application. To apply, the National Designated Entity shall complete and sign the short application form, and send it to the CTCN at ctcn@unep.org.

Why was the CTCN Incubator Programme created?

The Incubator Programme was created to support LDCs to strengthen institutional capacities and identify technology priorities to achieve adaptation and mitigation targets.

For the past couple of decades, developing countries have been undertaking efforts to advance national climate actions through different programmes and initiatives funded by national, bilateral, or multilateral agencies. Countries consolidated their efforts and presented their NDCs to the UNFCCC, outlining their mitigation and adaptation priorities.

However, NDCs rarely specify detailed strategies to achieve their targets.  

The Incubator Programme helps LDCs bring together key national stakeholders around the NDE to identify and prioritise specific technology actions for NDC implementation through the development of a technology roadmap. Capacity-building support to develop GCF concept notes could also be envisaged, depending on the actions recommended in the road map and depending on funds availability.

What is a Technology Roadmap?

A Technology Roadmap (TRM) serves as a coherent basis for specific technology development and transfer activities, providing a common (preferably quantifiable) objective, time-specific milestones and a consistent set of concrete actions; developed jointly with relevant stakeholders, who commit to their roles in the TRM implementation.”

The roadmaps developed under the Incubator are meant as tool to assess feasibility, develop business and financial models for bankable projects and prepare for investment. You can find the Terms of Reference of the Technology Roadmap in the 'Incubator tools' section below.

Incubator tools

Designed to support the NDEs participating in the Programme to implement the various modules, the training tools are a useful tool to help all NDEs generate and submit high quality requests to the CTCN.
