Region-tailored Capacity Building Programmes for Artificial Intelligence
At COP 28, Parties adopted a decision on enhancing climate technology development and transfer through the Technology Mechanism, requesting the TEC and the CTCN to implement the Initiative and to enhance awareness of artificial intelligence and its potential role in, as well as its impacts on, the implementation of the outcomes of technology needs assessments and the joint work programme of the Technology Mechanism for 2023–2027. Enhancing capacities of NDEs on Artificial Intelligence for Climate Action
In June 2023, the UNFCCC Technology Mechanism launched an Initiative on Artificial Intelligence for Climate Action (#AI4ClimateAction) to explore the role of Artificial Intelligence (AI) in advancing digitalisation and scaling up transformative climate solutions in developing countries. In April 2024, the CTCN Advisory Board and the TEC agreed on a workplan for the #Ai4ClimateAction Initiative for 20242027. With a specific focus on least developed countries (LDCs) and small island developing States (SIDS), the Technology Executive Committee (TEC) and the CTCN will jointly to 1) provide a space for policy discussions, including UNFCCC national focal points and NDEs, awareness raising, and exchange of knowledge and experience among relevant stakeholders on developing and deploying climate solutions powered by AI; 2) support capacity-building efforts in developing countries to leverage emerging digital technologies and devise locally led solutions harnessing AI and 3) develop CTCN regional networks of entities supporting AI for climate actions.
As part of this workplan, the CTCN is undertaking a series of capacity-building activities for NDEs on the use of AI for climate change adaptation and mitigation actions. The goal of the capacity building series is to:
- increase the knowledge of NDEs related to AI technologies,
- lead to the formation of NDE-led regional networks of entities supporting AI for climate actions,
- introduce key players of AI4ClimateAction,- provide a platform for discussions on ethical AI technologies available for application and its impact on 5 systems of transformation,
- establish collaborations and partnerships,
- share information on the work of the #AI4ClimateAction Initiative
The programme was designed to be holistic, inclusive, and participatory, engaging policy makers, technology providers and citizens. It is also informed by an analysis of countries' Nationally Determined Contributions (NDCs) concerning digitalization and artificial intelligence.
The capacity-building activities have been successfully completed in Asia, the Pacific, Africa, and are forthcoming in Latin America and the Caribbean (LAC). The programme has fostered dynamic discussions among NDEs, enabling them to share ideas, challenges, and opportunities for adopting AI in climate action.
