The webinar offered a global view of how energy efficiency policies and regulations (including energy building codes and Standards & Labels for efficient appliances and equipment) foster the development of a low carbon economy by removing inefficient products from the market and allowing governments and stakeholders a more efficient monitoring of the scope and pace of Energy Efficiency introduction into local markets.
Mr. Louis Dorval-Douville is an international energy efficiency specialist and project director at Econoler (Canada). A mechanical engineer by training, his experience covers many areas of energy efficiency, such as the delivery and evaluation of energy audits, measurement and verification (M&V) of energy savings, monitoring and targeting (M&T) of energy consumption, development and assessment of energy efficiency programs, and the development of innovating business models used to finance energy efficiency projects. His expertise also covers the following fields: renewable energy, sustainable development, energy service companies (ESCOs), bidding processes for energy efficiency projects, carbon finance, development of building codes for energy efficiency, energy performance standards and energy labelling systems for various electrical appliances.
Louis has led or participated in international development projects in around 45 countries around the world, including many in Sub-Saharan Africa and the Caribbean. He is currently leading an assignment in Western Africa, focused on the development of a regional energy efficiency code for new buildings in the WAEMU countries, and is the technical coordinator for a similar regional project related to efficient standards and labels for lamps and electric appliances (WAEMU countries).
