This discussion paper explores different issues and options around climate finance in Viet Nam. It is intended to support dialogue and debate between civil society, research institutes, the Government of Viet Nam and international donors about the evolving nature of climate finance in the country. The paper ends with a number of recommendations on improving the delivery of climate finance, to ensure that it meets the needs of the most vulnerable people and communities, and to enhance transparency and accountability.
