This report is an account of vehicle feebates as a tool to reduce emissions and fuel use at the state level in the United States. It discusses past and current efforts to implement feebates; structural and policy issues in feebate design; and analyses of feebate effectiveness. The report concludes with recommendations for state feebate program design.
