Utility Energy Efficiency Schemes: Savings Obligations and Trading

This paper attempts to answer the following questions: What is new about the recent raft of white certificate energy efficiency schemes and is there anything that makes them more effective than the older approaches? These questions are answered in the report by reviewing the results of earlier utility schemes and comparing them with the more recent schemes implemented on both sides of the Atlantic as well as Australia.
