This paper supports one of the goals of the U.S. National Action Plan's Vision for 2025 implementation, helping utilities to establish accurate billing systems for energy efficiency (EE) programs. Although utilities acknowledge that improving overall EE is a cost-effective way to lower overall energy consumption, the lack of guidelines for measuring those energy savings has been one of the barriers to more widespread implementation of EE programs. The report provides best practice recommendations based on actual utility experiences and interviews.
