This regulatory impact assessment analyzes the costs, benefits, and regulatory overlap of two energy efficiency policy proposals affecting the large non-energy intensive sector in the United Kingdom: the Carbon Reduction Commitment (CRC) programme - a mandatory emissions trading scheme - and voluntary reporting and benchmarking of energy use. The assessment concludes that an electricity consumption threshold of 6,000 MWh should be implemented as part of the CRC.
