The Atlantic Council of the United States and the U.S./China Energy and Environmental Technology Center (EETC) at Tsinghua and Tulane Universities cosponsored a dialogue, "U.S.-China Cooperation on Low-Emissions Coal Technologies" in Beijing. This report synthesizes and summarizes the information presented during the dialogue to allow for an ongoing exchange of information and ideas. The major recommendation of the dialogue's participants was that chances for successful United States-China cooperation would be significantly enhanced if China and the United States would establish an "implementing mechanism for cooperation" that uses existing cooperative mechanisms and involves the top levels of both governments.
