The Tanzania Energy Development and Access Expansion Project seeks a restructuring including: (i) cancellation of certain activities; (ii) reallocation of loan proceeds between and within disbursement categories; and (iii) extension of the Project closing date by 18 months. There are no changes to the project development objective (PDO) or safeguards. This is the third restructuring of the project and is a level 2 restructuring. The restructuring paper also seeks approval to delete the following legal covenant from the financing agreement: Government to continue paying: (a) capacity charges for leased generators; and (b) TSh 1.5 Billion per month in support of Independent Power Tanzania Ltd (IPTL) capacity charges. The Bank team and Tanzania Electric Supply Company Limited (TANESCO) are of the view that the legal covenant is no longer required for this Project to achieve its PDO. The project has made slower than anticipated progress, specifically during the first three years, yet noticeable improvement has been achieved later on sub-component A.1, B and C. The delays in project implementation and procurement have been resolved. TANESCO has appointed a project manager who is solely dedicated to managing Tanzania Energy Development and Access Expansion Project (TEDAP).
