This literature review has been conducted by Oxford Policy Management and the University of East Anglia as part of a multi-donor research project led by IFRC focusing on Strategic Research into National and Local Capacity Building for Disaster Risk Management. The preliminary objective of the review is to identify the boundaries of what is known about capacity building for DRM, in order to use this knowledge as a foundation for designing the broader research project.

Although the review has been undertaken during the Inception Period for the research, the OPM team will continue to collect other relevant knowledge products during the course of the project and will release a Version 2 of this document prior to completion of the research in October 2015.
