A Solid Waste NAMA is under development in Peru. The two year programme (2013 to 2015) is supported by the Nordic Working Group for Global Climate Negotiations (NOAK) and the Nordic Environment Finance Corporation (NEFCO). It is implemented and coordinated by the Peruvian Ministry of Environment (MINAM). The ‘Programme for supporting upscaled mitigation action in Peru’s waste sector under the Nordic Partnership Initiative’ aims at exploring possibilities to lower GHG emissions in Peru’s solid waste sector and demonstrating in practice how international climate finance can be matched with upscaled host country mitigation action. It will look at the potential of existing waste management options for decreasing emissions as well as eliminating relevant technical financial and other barriers to more sustainable waste management practices and also address the necessary framework for increased private sector engagement. The activities of the programme include improvement of the solid waste data base an extensive stakeholder process a GEI inventory for the sector improvements to the country’s solid waste monitoring system the development of a sector mitigation strategy and the development of a detailed nationally appropriate mitigation action (NAMA) option including measuring reporting and verification (MRV) and financing options among other things. It shall put special emphasis on exploring opportunities to utilise market-based mechanisms and a results-based approach for the provision of future support. Furthermore it aims at sharing valuable lessons on practical issues related to new climate finance and carbon market mechanisms as well as to implementing mitigation strategies in the waste sector. An international consortium of consultants lead by NIRAS (Denmark) is supporting MINAM in implementing the programme.
