After analysing the current and planned energy efficiency (EE) policies, integrated resource plans and demand-side management plans for all U.S. states, this report creates tiered scenarios for future EE spending and savings. Potential challenges facing states and administrators are also presented. In 2009, there were ratepayer-funded EE programs in about 35 states, largely as a result of state energy policies that reflected a higher level of concern about rising energy costs, the need for expanded generation and transmission and the possibility of carbon regulation.
