This proceeding encapsulates the major agreements and resolutions which paved the way for the Barbados plan of action (BPoA). The BPoA is especially significant to small island developing states (SIDS) as it lays down a set of resolutions aimed at guiding the SIDS in their adaptation initiatives and policies. Among the most salient points raised in the resolutions are that: the SIDS are among the least culpable for the phenomenon of climate change but stand to loose the most from its impacts; subsequently the more developed nations have a moral obligation to render financial, technical and institutional aid to SIDS; SIDS also have personal obligations to mainstream climate change related issues as a step towards long term adaptation; finally any and all adaptation measures must be comprehensive in their scope and execution.
