Removing Subsidies: Leveling the Playing Field for Renewable Energy Technologies

This report provides recommendations for levelizing the opportunity of renewables in energy markets, including the creation of targeted, soundly based incentives that are practical, transparent, predictable and promote market competition. It is then necessary to aim those incentives at all aspects of the system, including technical and administrative barriers, market impediments and social and environmental constraints.
