The first report from the United Nations system on the post-2015 development agenda recommends that new goals should build on the strengths of the millennium development goals, apply to all countries and be based on the fundamental principles of human rights, equality and sustainability. An agenda format based on concrete end goals and targets should be retained, but reorganised along four key dimensions of a more holistic approach: inclusive social development; inclusive economic development; environmental sustainability; and peace and security. However, the publication notes that it is too early to define concrete goals and targets for the post-2015 UN development agenda. This report aims to serve as a reference to orient ongoing discussions and the broader consultation process taking place among governments, the UN system and other international organisations, civil society, academia and the private sector.
