In response to the weakness of poor and incoherent delivery framework for the promotion of renewable energy, this briefing reviews the UK Government's progress in addressing these institutional and policy issues. In particular, it examines the landscape for public funding support for innovation in technology that will reduce carbon emissions associated with the generation or use of energy, generally known as "low carbon technology". For this respect, it has used the Group's Technology Innovation Needs Assessments as its evidence base for flexing its allocations between technologies, for example to include support for Next Generation Carbon Capture technologies. It addresses the public funders' coordination of their work by setting flexibility into its own portfolio (funding transfer between technologies to meet changing or emerging priorities) and implementing a suitable monitoring and evaluation system.
