This report provides an analysis of the technical and policy issues, potential scenarios, and financing needed to implement tradable renewable certificates (TRCs) in Mexico to encourage renewable energy development. An analysis of TRC potential in North America is included. The report concludes with policy recommendations regarding TRCs in North America and Mexico specifically.
