This paper examines the potential elements of a legally binding climate agreement by 2015. It suggests that this agreement should ensure a balance between: mitigation and adaptation to climate change, global goals (top-down approaches) and flexible architecture implementation (bottom-up), and an increase in flow and predictability of funding sources and new technologies and capabilities.
