The document presents a set of policy guidelines for strategic Management and at the nacional level in order to meet the challenges that climate change poses to people and nature. It assimilates the purposes, principles, objectives and provisions of the Constitution, especially regarding the "right of people to live in a healthy and ecologically balanced environment that ensures the sustainability of good living", and the "right of nature to exist and its maintenance, vital cycles, structure, functions and evolutionary processes to be respected".
