KEY MESSAGES
Measuring, reporting and verification (MRV) must move beyond a focus on measures of outcome to include measures of performance (procedural and distributional) in all phases of a REDD+ project, including social impacts. A future REDD+ mechanism must secure environmental and social safeguards, and assess the full range of social, environmental, political and economic impacts of REDD+.
In outcome monitoring of the forests (e.g. carbon) local involvement should not be an option to “reduce” costs but rather to ensure greater voice and decision making power to those who will ultimately bear the greatest burden of forest conservation.
