Within the development process of the Central America Regional Strategy on Climate Change(2008), this discussion paper reviews the the initiatives and efforts promoted in the region.

A dependence on taking advantage of the ‘opportunities’ that arise from the market mechanisms associated with the reduction or absorption of greenhouse gases is evident. However, this strategy is insufficient to meet the enormous challenges posed by climate change in the region, not only because market mechanisms promoted by developed countries are by showing serious limitations to reduce GHG emissions, but also because it stifles opportunities for central American countries to build their own development agendas.
