This report reviews the obstacles that must be overcome for commitments to energy efficiency (EE) to be successful, most importantly, the measuring of policy-related energy savings. This paper provides examples of how readily available megawatt hour sales data can be employed to monitor and verify EE policies and detect changes in trends at the state and utility levels. The goal of this paper is to demonstrate the value in using standardized research designs and econometric models to inform EE policymakers and the public as to the benefits of EE policies.
