This toolkit provides high-level guidance to localities interested in adopting a lead by example approach to encouraging low carbon development. It discusses public procurement, construction of energy-efficient buildings, and provides examples of localities that have adopted similar programs. This toolkit also provides a basic guide to planning and implementation of lead-by-example programs and identifies several other resources and authorities for interested stakeholders.
