The development objective of the Large-scale Renewable Energy Development Project is to assist Mexico in developing initial experience in commercially-based grid-connected renewable energy applications by supporting construction of an approximately 101 MW IPP wind farm, while building institutional capacity to value, acquire, and manage such resources on a replicable basis. This change arises from amendments to Mexican laws that prevent the financial agent from making deposits to institutions other than the Tesoreria de la Federacion (the Federal Treasury, TESOFE) or the treasuries of the project executing agency or implementing entity. Through this restructuring, SENERs role as overall coordinator of the project will also be clarified and strengthened. The restructuring will not create any additional environmental or social impacts or trigger any additional safeguard policy. However, it will amend the Project Development Objective (PDO) in the legal documents to make it identical to the PDO in the Project Appraisal Document (PAD). The PDO in the PAD includes the approximate size of the wind farm that will be supported and built, while the one in the legal agreement did not.
