The development objective of the Building Resilience to Natural Hazards Project is to improve the capacity of the Government of Lao PDR to prepare for and respond to natural disasters by strengthening the legal framework for hydro-meteorological services, enhancing the efficiency of recovery planning, and developing options to reduce the fiscal exposure to natural hazards. There are four components to the project, the first component being developing legal framework for hydro-meteorological services. The second component is the establishing a value for money strategy and monitoring system for disaster reconstruction. This component focuses on strengthening the governments ability to plan and monitor post-disaster recovery and reconstruction. A value for money reconstruction refers to a systematic approach applied to reconstruction programs, assessing key elements (e.g. time, cost, quality and local engagement) to increase transparency, cost-efficiency, and effectiveness of reconstruction efforts in line with the countrys core development priorities. The third component is the strengthening the disaster risk financing and insurance framework. Finally, the fourth component is the project management and administration. This component includes operating costs, costs for financial audits, Monitoring and Evaluation (M&E), translations, disseminations, and project management.
