This article explores the role of the climate regime in facilitating decarbonization of the world’s energy systems. The authors examine how essential assumptions concerning the roles of the nation state, carbon markets and finance and technology in international climate policy are challenged by the realities of the actual process of transitions in energy systems. Drawing on the region of sub-Saharan Africa, the authors examine the potential for international climate policy to foster new trajectories towards decarbonization.
