Investor Interest and Capacity-Building Needs. Financing Energy Efficiency Investments for Climate Change Mitigation Project

This report summarizes findings of assessment missions in Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Kazakhstan, Republic of Moldova, Romania, Russian Federation, Serbia, the former Yugoslav Republic of Macedonia, and Ukraine. For each country, the following details are provided: energy overview, financial environment in energy efficiency and renewable energy (including legal, regulatory, and policy framework), existing financing mechanisms, potential projects, and investor interest. A framework and topic areas for a potential seminar for policymakers to raise awareness and propel efforts is also offered.
