This report explores the options for international auction designs in the EU and provides recommendations on how the design of both national and international auctions should be considered in the drafting of the new RES Directive. Two basic options for international auctions are analysed. First, reciprocally opened auctions in which one Member State holds its own nationally organized auctions, and all or part of the target volume is opened for installations located in another Member State.
