This report provides a comprehensive review of the implications of non-harmonization of renewable energy sources (RES) support schemes for efficient realization of renewable targets. It reveals the range and divergence of opinion among European Member States. The paper concludes that views relating to the optimal design of support schemes and the need for (non-) harmonization of support schemes remain indeterminate, and it recommends future actions.
