This report finds that the urban poor are highly vulnerable to climate change in Colombia. However, the country has not yet included adaptation to climate change within its national policies. The report first describes climate change trends and scenarios in Latin America and Colombia, and presents findings from Boyacá and Cundinamarca highlighting likely ecosystem and livelihood transformations for urban settlements. It then discusses national, regional and urban policies and institutions for adaptation and disaster risk reduction (DRR), and presents a framework for understanding interactions among institutional and social actors. The report also includes case studies and it reviews historical trends in infrastructure and public services. The conclusion finds that Colombia faces many challenges in urban adaptation, including designing and implementing adaptation policies across institutions, sectors and scales and achieving democratic, effective and inclusive urban governance.
