Climate change and related stressors are posing an increasing challenge to livelihoods in low-income communities. Those communities need to develop the capacity to adapt to climate change: coping with short-term shocks and long-term trends. ICTs will form an essential part of that development. This paper argues that mobile technologies have been helpful in building informational capacities for climate change adaptation. However, emergent, self-organised, transformational adaptation may need to build more on telecentre-based models, and should focus more on holistic rather than climate-specific applications.
