This report describes the findings of a Hazard, Capacity & Vulnerability Assessment (HCVA) of Quy Nhon, Vietnam. It has been produced by Asian Cities Climate Change Resilience Network (ACCCN). The analysis is organized around six thematic areas: disaster management, governance and planning, gender analysis, hazards, capacity and vulnerability in Nhon Binh (urban) and capacity and vulnerability in Nhon Ly (rural). The report concludes by outlining a set of climate action plans, aimed at enhancing Quy Nhon’s capacity to withstand climate shocks. These plans include: a shift towards disaster risk reduction in planning; the development of an integrated and inter-sectoral approach; greater public participation; support for income diversification, house construction and latrine support; and a focus on clean water, shelter, safe anchorage and costal infrastructure.
